A water pump is a pump that brings water to the surface, either mechanically or by moving a crank back and forth by hand. A manually operated pump is also called a crank pump. In the past, groundwater (also called water), or rainwater for consumption or other purposes, was usually scooped from a well or cistern using a barge. Surface water was also frequently used.

In the course of the 17th century the first water pumps came into use that pumped shallow groundwater. Initially, they appeared mainly in urban areas, where surface water was unavailable or very polluted. They were intended as a city pump or village pump for communal use and a meeting place for the residents. The laundry was also done with these types of pumps. Sometimes they were beautifully executed with an elegant natural stone housing. Many such pumps were built in the 18th century. Breweries also sometimes had their own pump. The pump sometimes had a reasonable water quality, but it was often difficult to get to the pump.

Examples of water pumps in the Netherlands are:
• Wouw, has two bluestone village pumps from 1768 in Louis XV style that functioned until 1941, when only then was water mains installed.
• Grave has a bluestone town pump from 1798 in Louis XVI style, which was also used to clean the fish traded on the market.
In the 19th century, the cast iron pump came into fashion. This was supplied in series by numerous iron foundries. For example, the iron foundry De Prins van Oranje in The Hague produced the Dorpswaterpomp no.1 (a kind of cast iron variant of the bluestone housing) from 1840 and the Dorpswaterpump no.16 in series from 1870. Cast iron plate pumps, intended for private individuals such as farmers, were also popular. Many farms, as well as houses, had since then had a hand pump with which they pumped water.
