Parts of Kreis Kleve have long been part of Gelderland (mostly Upper Gelre) and the Dutch influences can therefore still be seen here and there, for example in names and the architecture. To the south of it was situated the duchy of Gulik (which is now Jülich), which also belonged to the Netherlands. The old Upper Gelre and the originally Kleverland speaking population in the Duchy of Cleves were gradually Germanized in the second half of the 19th century. Until well into the 19th century, Dutch was used as the official language in this area, and until the Second World War, Dutch was even used as the church language in some churches. Adolf Hitler forbade the use of Dutch any longer from 1936.

After the French period, it was decided that the border between the Netherlands and what was then Prussia would be located east of the Maas at a cannon shot distance. The last changes in the border with the Netherlands took place after the Second World War. Between 1949 and 1963, a small part of the territory of the Kreis, Elten and most of Suderwick, was annexed by the Netherlands and more than 1 square kilometer (125 hectares) of the territory of Wyler came to the Netherlands for good.

The coat of arms, which was granted in 1983, combines the shields of the two constituent duchies. The dexter side depicts the emblem of the dukes of Cleves: On a red (gules) field a white (argent) escutcheon (shield shape) with an eightfold fleur-de-lys (escarbuncle/metal shield reinforcement). The sinister side shows a golden (or) lion (in rampant position) on a blue (azure) field (background): the emblem of the dukes of Geldern.
